Plenum's Role: RFQ Development, Strategic Positioning & Consultant Coordination
Year: 2026
Plenum Architecture partnered with Shelterwerk Architecture & Design to prepare a comprehensive qualifications submission for three Alameda County community-serving facilities: the Martinelli Event Center, Food Hub Commercial Kitchen & Grounds, and Old Castro Valley Library.
As a joint-venture partner, Plenum helped lead the RFQ response, coordinating a multidisciplinary team and developing a unified submission that demonstrated the team's technical qualifications, relevant experience, and approach to public-sector project delivery.
The collaboration brought together architectural expertise, engineering disciplines, historic preservation, accessibility, and community engagement to address the County's diverse project needs. Through strategic planning and consistent communication, Plenum helped align the team's capabilities with the goals of each proposed project.
Strategic Teaming & Multidisciplinary Coordination
Strategic Positioning & Qualifications Development
Developing a cohesive RFQ response that aligned the team's professional qualifications, relevant experience, and technical capabilities with Alameda County's project objectives.
Multidisciplinary Consultant Coordination
Organizing and coordinating a diverse team of architectural and technical consultants, maintaining clear communication, tracking deliverables, and supporting a consistent submission process.
Collaborative Leadership & Public-Sector Readiness
Working alongside Shelterwerk to establish a unified approach, navigate procurement requirements, and strengthen the team's capacity to pursue complex public-sector opportunities.
Three Projects. One Commitment to Community.
The Alameda County RFQ presented an opportunity to support three distinct community-serving facilities, each with unique architectural, operational, and public-use considerations. Working alongside Shelterwerk and a multidisciplinary consultant team, Plenum helped develop a coordinated qualifications response addressing the needs of each project.
Martinelli Event Center
A community event facility requiring an approach that considers public gathering, accessibility, building functionality, and the needs of diverse users.
Food Hub Commercial Kitchen & Grounds
A food-focused facility bringing together commercial kitchen operations, site planning, and infrastructure considerations to support community-serving programs.
Old Castro Valley Library
An existing public facility presenting opportunities to evaluate adaptive reuse, preservation considerations, accessibility, and future community needs.
Building Partnerships for Public Impact
Although the Shelterwerk–Plenum team was not selected in Alameda County's highly competitive procurement process, the RFQ demonstrated the value of strategic collaboration, clear communication, and coordinated multidisciplinary expertise.
The experience strengthened professional relationships and reinforced Plenum's commitment to pursuing public-sector opportunities that advance community well-being.
Through partnerships like this, Plenum continues to build the relationships and capabilities needed to support meaningful public projects.
Building a Team for Your Next Public Project?
Partner with Plenum Architecture for strategic collaboration, architectural expertise, and construction-informed project coordination.
“Partnering with Plenum on our Alameda County RFQ was a genuinely collaborative experience. Bridget brought strategic thinking to how we positioned our team, and with a large group of consultants involved, they kept communication clear and consistent from start to finish. Everyone knew where things stood and what was needed. We’d welcome the chance to pursue public work with them again.”
