Location: Oakland, CA
Project Type: Municipal Economic Development & Commercial Improvements
Client: City of Oakland
Contract Procurement: Competitively Awarded Public RFP
Plenum's Role: Third-Party Project Management
Program: Façade and Tenant Improvement Program (FTIP)
Through a competitive public Request for Proposals (RFP) process, Plenum Architecture was awarded a contract with the City of Oakland to provide third-party project management services for its Façade and Tenant Improvement Program.
The program supports Oakland small businesses and commercial property owners in making storefront, interior, accessibility, and building improvements that strengthen neighborhood commercial corridors.
As the City's contracted project management partner, Plenum helps grant recipients navigate program requirements, coordinate with contractors, manage documentation, and address challenges throughout project implementation. This work connects public investment with practical construction expertise and direct support for local businesses.
Plenum's involvement also supports Oakland-based contractors in navigating publicly funded construction requirements, including prevailing-wage compliance and project documentation, helping strengthen local contractor capacity and opportunities for future public-sector work.
